This measure has been part of the PHO Performance Programme's National Indicator Set since 1 January 2006 and is used to measure how many children in the 2 year old cohort are fully immunised by age 2 years.

Brief overview of the measure

General description

This measure focuses on how many children in the 2 year old cohort are fully immunised by age 2 years.

Rationale for selection

Children who receive the complete set of age appropriate vaccinations (in this case for the 2 year old age group) are less likely to become ill from certain diseases. The vaccinations which fall within the 2 year old group are for measles, mumps, rubella, diphtheria, tetanus, whooping cough, polio, hepatitis b, pneumococcus and haemophilus. A child must receive the complete set of 2 year old vaccinations to be counted by the Programme.

Ensuring children in the 2 year old cohort are fully vaccinated by age 2 years.

Level of health care delivery/setting

This measure is currently reported by the PHO Performance Programme to PHO level although use of this measure to monitor practice and patient level performance is also possible.

Target population

All children who are 1 year and 364 days old All children who are 1 year and 364 days old and are within the high need population (identified as Māori or Pacific Island)

Stratification by vulnerable populations

The PHO Performance Programme currently uses this measure to monitor at both a total PHO enrolled population level (all PHO enrolled eligible patients) and a high need PHO enrolled population level (whereby high need is identified as Māori or Pacific Island)

Associated incentives

This measure is currently funded through the PHO Performance Programme both at a total population level and a high need level.

Calculation of the measure

Output of calculation

Percentage of enrolled children in the 2 year old cohort who are fully vaccinated by age 2 years.

Numerator description

Number of enrolled children within the reporting period whose second birthday fell during the reporting period who had received their final dose (fully immunised) vaccination on or before their second birthday for the full set of vaccines included in the national immunisation schedule and health target.

Denominator description

Number of enrolled children within the reporting period whose second birthday fell within the reporting period.

Criteria/standard for optimal performance

Every practice within a PHO should have a process in place for identifying / recalling children for their age appropriate vaccinations. The PHO Performance Programme goal is: 90% or more of a a PHO’s 2 year old cohort are fully vaccinated by age 2 years.

Data source

PHO patient enrolment registers and Vaccination Data sourced from the National Immunisation Data Warehouse.

Appraisal of the measure

Development approach

Initial selection of this indicator in 2005 was done by the Ministry of Healh using a consensus process.
