Aim 1 of the WCTO Quality Improvement Framework is ‘Improved safety and quality of WCTO experience for the child and their family and whānau’. This can be measured, to some degree, by the uptake of and continued engagement with services, as families and whānau will be more likely to access and remain involved with acceptable, high-quality services that address barriers to access for families and whānau. This measure focuses on access. The core roles of WCTO in supporting access are to:

  • facilitate and support a family’s timely engagement with health services, such as primary care, immunisation and oral health
  • support referral to specialist services, where required
  • support child development by discussing the importance of children participating in high-quality early childhood education.

Measure calculation process

1. Extract the data according to the above specification for the reporting period. 2. Divide the numerator by the denominator 3. Multiply by 100 to determine percentage.
