Rationale

Asthma reduction has been identified as one of five key areas that can contribute to Iwi and Government Whānau Ora aspirations. Asthma is a chronic inflammatory disorder which causes narrowing of the lower airways. New Zealand has high rates of asthma with symptom severity greatest among Māori and Pacific children. Individual level interventions have been shown to be effective in reducing avoidable hospitalisations due to asthma. The effectiveness of population level interventions to reduce asthma remains unclear.

Eligible population

DHB Coverage: All children who are within the five year old cohort at time of admission who are enrolled with the DHB at the beginning of the qualifying year. PHO Coverage: All children who are within the five year old cohort at time of admission who are enrolled with the PHO at the beginning of the qualifying year.

Numerator

DHB Coverage: In the year to which the reporting relates, the total number of children under five years of age, (i.e. ages 0 to 4yrs 364 days) who are enrolled with the DHB at the beginning of the qualifying year who were admitted to hospital under a primary diagnosis of asthma (ICD 10 Codes: J45, J46 and R062).

PHO Coverage: In the year to which the reporting relates, the total number of children under five years of age, (i.e. ages 0 to 4yrs 364 days) who are enrolled with the PHO at the beginning of the qualifying year who were admitted to hospital under a primary diagnosis of asthma (ICD 10 Codes: J45, J46 and R062).

Denominator

DHB Coverage: In the year to which the reporting relates, the total number of children in the five year old cohort who are enrolled with the DHB. PHO Coverage: In the year to which the reporting relates, the total number of children in the five year old cohort who are enrolled with the PHO.

National target

  • Numerator: Derived from Nation Minimum Data Set (NMDS) data hospital admissions as per definition above.
  • Denominator: Derived from PHO enrolment data and age standardised using World Health Organsiation (WHO) population age group distribution.

PHO Coverage:

  • Numerator: Derived from NMDS data hospital admissions as per definition above.
  • Denominator: Derived from PHO enrolment data.
