The early years of life set the foundation for lifelong health and wellbeing. The WCTO programme is a package of universal health services offered free to all New Zealand families/whānau for children from brith to 5 years.This measure is one of a number which reflect the core roles of WCTO in promoting and supporting physical health, mental well-being, health families and whānau, and healthy home environments. WCTO supports NZ families/whānau to protect and improve their child’s health so they can grow and develop to their full potential. Monitoring health and well-being outcomes is important because it shows where services are working well (and with the wider health sector) to achieve the best outcomes for families and whānau.

Eligible population

Infants aged three months who receive a WCTO Core Contact during the reporting period.

Measure status



Infants who receive a WCTO Core Contact between 10 weeks and 15 weeks 6 days of age with a recorded breastfeeding status of ‘Exclusive’ or ‘Full’


Infants who receive a WCTO Core Contact between 10 weeks and 15 weeks 6 days with any recorded breastfeeding status (Exclusive, Full, Partial or Artificial).

Measure calculation process

Filters applied to overall data

  • Age_ at_contact = 70 to 111 days
  • Is_ it_ a_ Core_ Contact? = Yes
  • Breastfeeding_type = Exclusive, Full, Partial or Artificial

Filters applied for demography

  • Ethnicity_NHI = Maori, Pacific, Asian, European, Other
  • Deprivation_NHI = NZDep06 1-10
  • DHB_from_DOM = DHB of domicile for NHI number

1. Numerator and denominator data is extracted from the overall WCTO National Dataset using filters above

2. Numerator is divided by denominator and calculated as a percentage.

Demography filters are used to arrive at rates for “Total”, “Maori”, “Pacific” and “NZDep9-10”
