Rationale

Acute hospital bed days per capita is a measure of the use of acute services in secondary care that could be improved by effective management in primary care, transition between the community and hospital settings, discharge planning, community support services and good communication between healthcare providers. This includes access to diagnostics services.

The measure will be used to manage the demand for acute inpatient services on the health system. The intent of the measure is to reflect integration between community, primary, and secondary care and it supports the strategic goal of maximising the use of health resources for planned care rather than acute care.

The measure aligns well with the New Zealand Health Strategy's five themes, in particularl - value and high performance.

Measure development notes

Technical notes: This is a new measure, however data is readily available in the national data collections for calculation. The data will be available on the Nationwide Service Framework library website (http://nsfl.health.govt.nz/)..

Measure consultation: Discussion with the sector will continue to take place throughout the implementation processes to help the sector understand the information. There will be opportunities to utilise existing expertise in the sector through collaboration. More information will be provided through the Nationwide Service Framework library website.

Implementation timeline: Work is underway to present the datasets relevant to PHOs and DHBs. No additional data reporting requirement for the sector for this measure. Any other requirements will be aligned with the DHB annual plan reporting framework.
